(International Centre for Higher Studies in Communication for Latin America)

book: How to Build Open Information Societies: A collection of best practices and know-how
(Edited by Amy Mahan & Yuri Misnikov) presents a collection of knowledge-based best practices accumulated by UNDP in Europe and the Commonwealth of Independent States (CIS).
Case studies and examples from 19 countries illustrate different e-governance programmes and applications – from a diverse range of initiatives including support for policy formulation, customs reform, youth sexual education, rural deployment of ICTs and training, country database building, and others.

The
past quarter of a century has been difficult for Afghan society. Invasions,
civil wars, drought and famine, repressive governments, oppression of women
and the systematic violation of human rights have had significant social and
cultural consequences. The country is isolated, its communications
infrastructures virtually non-existent, and its education system devastated.
This report of a fact-finding mission to Afghanistan looks at the potential for community radio in this difficult
