Would it be possible to eventhink of concrete ways in which
this very discussion could be made more democratic, more accessible
to those voices outside the current cyber communities?  Would it
be possib le to, for example, set up a series of forums in
Delhi, in Nairobi, in Taipei, in Cairo and present some of the
issues discussed and ask for input from those who might not have
at present access.  This would not have to be a big deal conference,
but simple gatherings of radio, video and communication people. I
find the discussion of what the developed world should or should not
do or should or should not say in a manifesto to be part of the
basic problem.
