Proposal for SECTION III, after point 3. [" establishment of standards..."]
another suggestion to add:

"- to avoid that any discriminatory measure based on criteria of gender,
race, language, ethnic appartenance, religion, beliefs or economic status
prevents individuals and communities from exerting their right to
communication, in both poles of that process, as receivers-consumers, or as
broadcasters-producers of information."

(My broken English is awful. If Elvira or anyone thinks this is OK, please
re-edit the point more correctly. Thanks)
