We have less than half a million people living in scattered communities on islands, atolls, coastal settlements and mountains. There is one national broadcaster in radio, one TV service relaying an Australian service plus a commercial FM station in our capital of less than 100,000 people. More than 80% of our population live in rural locations whose communication sysstems are minimal in number and variety. I am working with one community to set up their own community media organisation which begins this year with an FM radio service to serve their 15,000 community. Not having much capital the New Zealansd Government is fuding this project as a technology trial for distance education. There are close to another 100 language groups in our country that need similar assistance. We need a national project to promote and seed other communities with access that low power FM technology affords. If we can set up several stations as demonstrations, the dynamic should pick up. I would be interested in a project that meets this kind of need. We will also need to consider linking the community stations into a network so they can share costs to obtain materials, inputs and assistance. Perhaps there are other projects of this kind alsrady existing. I would like to see some of their project proposals and some evaluations so that we could develop new ones based on specific locations. Our major imperative here is to obtain and put into the hands of communities some means to serve themselves with information. Too often here they are kept in the dark and fed on unsavoury things. Government instrumentalities and commerce are too distracted by survival and profit considerations to be supportive. The communities need to help themselves and each other.
