A quick one in support of Steve's proposed structure and the suggestion
by Luistxo Fernandez re: the UDLR.  Was at the meeting in Barcelona
where it was formally handed over to UNESCO and am glad he's brought it
up here as it's definitely relevant.  And related are the sections on
cultural rights in the UN Convention on Economic, Social and Cultural
Rights, which is already legally binding.
