<amarc-1> The Platform for Cooperation: Nearly Two Years On

[Some subscribers may be unfamiliar with the Platform for Cooperation on
Communication and Democratisation.  Following the French and Spanish
translations, I've appended a short article on the Platform which provides
some context; see also <http://www.gn.apc.org/platform>. --bda]

No NGO involved in the business of communications for empowerment would
deny the need for a Platform that would function as a forum, a network of
networks, a community of communicators committed to the democratisation of
communications. The need for cooperation is self-evident. Two years on, and
there still are any number of unresolved issues related to the logistics of
cooperation, the practicalities of networking the organisation of the
Platform, the nature of consensus building among Platform members with
respect to prioritising, needs-assessment and so on. At present, the
Platform exists primarily in name and in spirit, but not in substance,
except through the work carried out by one or two of its members. Where
lies the problem??

Some of it is linked to its history. The formative 1996 conference set out
to be informal in letter and tone. Its major objective was to get a
dialogue going. At the end of the conference, participants decided on a
check-list of activities that they would initiative under the aegis of the
Platform. WACC agreed to coordinate the Platform for a year. The process
continued to remain informal. In hindsight, its coordination could have
been more upbeat, but equally the response could have been better. Among
the Platform initiatives were Sean O'Siochru's work on NGO participation at
the ITU, the short paper on lobbying prepared by Karen D'Souza of Article
19, the research paper on communications and democratisation prepared by
Rico Lee and the proposal on a communications and development data-base
prepared by Panos. At the end of 1997 and after more than a year of
coordination by WACC, there were no offers to continue this work by any of
the Platform members. By then the Platform coordinator at WACC was given
additional in-house responsibilities and it was clear that Platform
coordination would suffer as a result. The Berlin meeting in late 1997
cleared the air, but it did not produce what was needed to galvanise the
Platform.

Looking forward, there seem to be two options:

1) Continue to embrace informality as a guiding Platform philosophy knowing
that the Platform can be revived, resuscitated in the event of a global
happening, such as the 'Global Communications Conference' or in the context
of a major communications emergency OR

2) Work towards making the Platform a formal entity, with perhaps the PCC
as its charter, with a full or part-time coordinator, clear Rules of
Procedure, membership fees, membership policy, clear goals and objectives.
The coordinator could work out of the offices of a Platform member. His/her
responsibility will include coordination, maintenance of a web-site,
organise meetings, be involved in lobbying work, liase with a committee
consisting of 4-5 Platform members. If this option is preferable members
could think along the line of organising a workshop sometime next year to
deal with some of these outstanding issues, including the coordination of
the Global Conference. WACC strongly believes that the Platform does have
enormous potential towards furthering the cause of communications for
democracy.

Ninguna ONG implicada en materia de comunicación con metas de integración
podría  negar la necesidad de una Plataforma que tendría el funcionamiento
de un forum, una red de redes, una comunidad de comunicatores interesados
por la democratización de la comunicación. 

La necesidad de la cooperación es evidente. Ya llevamos dos años , y sin
embargo son numerosos los problemas pendientes relativos a la logística de
la cooperación, a los aspectos prácticos de la puesta en redes de la
Plataforma, al tipo de consenso que creamos entre los miembros con respeto
a las prioridades, a la necesidad de evaluación etc. Existe, ahora, la
Plataforma en espíritu pero todavía no en sustancia, salvo  por el trabajo
realizado por uno o dos miembros. 

¿Donde està el problema ? Una parte del problema està relacionada con la
historia. La conferencia tan interesante de 1996 fue concebida para ser
informal, en el tono y en el espíritu. Su meta mayor era crear el diálogo.
Al acabarse la conferencia, los participantes hicieron la lista de las
actividades que deseaban empezar bajo la tutela de la Plataforma. WACC
aceptó coordinar la Plataforma durante un año.  El proceso siguió
informal. Como vemos en  retrospectiva, la coordinación hubiera podido ser
más dinánica pero, al mismo tiempo, la respuesta hubiera podido ser mejor.  

Hubo varias iniciativas procedentes de los miembros de la Plataforma, entre
otros :

- El trabajo de  Sean O Siochru sobre la participación de las ONG en el
International Telecommunication Union

- El corto papel referente a la actividad de  lobby preparado por Karen D'
Souza a partir del Artículo 19

- El papel de investigación referente a la comunicación y la
democratización preparado por Rico Lee 

- y la propuesta de una base de datos sobre la comunicación y el desarrollo
preparado por Panos.

Al final del año 1997 y después de más de un año de coordinación por WACC,
ningún miembro de la Plataforma quiso seguir el trabajo. En aquel entonces,
al coordinador de WACC le dieron más responsabilidades y parecía evidente
que no tendría tiempo para coordinar la Plataforma. El mitín de Berlin, a
finales de 1997, clarificó las cosas, pero no sacudió a los miembros de la
Plataforma.

De cara al futuro, parece que existen dos opciones :

(1) seguir con la informalidad como base de nuestra  filosofía, sabiendo
que la Plataforma se puede resucitar en un contexto positivo, como por
ejemplo, "La Conferencia de la Comunicación General" o en un contexto de
emergencia en el sector de la comunicación.  O bien

(2) Actuar para hacer de la Plataforma una entidad formal, quizás con el
PCC como carta, con un coordinador empleado en plena dedicación o en
jornadas reducidas, un Código de Prácticas claro, cuotas de suscripción,
política de suscripción, objetivos claros. El coordinador podría trabajar
en las oficinas de la Plataforma.

Sus responsabilidades incluirían : la coordinación, el mantenimiento de la
página web, la organización de mitines, la actividad de lobby, el contacto
con un comité de 4 o 5 miembros de la Plataforma.

Si se prefiere esta posibilidad, los miembros tendrán que pensar en
organizar un taller el año que viene para tratar de los asuntos pendientes,
incluyendo la coordinación de la Conferencia General.

WACC piensa, de manera formal, que la Plataforma tiene enorme potencial
para defender la causa de la comunicación para más democracia.

Aucune ONG oeuvrant dans le domaine de la communication orientée vers
l'insertion ne pourrait nier le besoin d'une Plateforme qui fonctionnerait
comme un forum, un réseau de réseaux, une communauté de communicateurs
engagés dans le processus de démocratisation de la communication. Le besoin
de coopération est incontestable. Après deux ans, il y a encore un certain
nombre de problèmes qui ne sont pas résolus. Ces problèmes relèvent de la
logistique de la coopération, de l'aspect pratique de la mise en réseau  de
la plate-forme, du type de consensus que les membres de la Plate-forme
mettent au point sur le plan du respect des priorités, du besoin
d'évaluation etc. Aujourd'hui, la plate-forme existe dans les esprits mais
pas encore en réalité concrète sauf par le travail qu'un ou deux de ses
membres a déjà réalisé.

Où est le problème ? Une partie du problème est liée à son histoire. La
conférence pleine d'enseignements de 1996 a été conçue pour être informelle
dans l'esprit et dans la réalité. Son principal but était de lancer le
dialogue.. Au terme de cette conférence, les participants ont fait la liste
des activités à lancer sous l'égide de la Plateforme. WAAC a accepté d'être
le coordinateur pendant un an. Le processus a continué sous un aspect
informel. Avec le recul, il apparaît que la coordination aurait dû être
plus dynamique mais, de la même façon, la réponse aurait pu être meilleure.

Parmi les initiatives qui ont été prises par la Plateforme, nous trouvons
le travail de Sean O Siochru sur la participation des ONG au Union
International des Télécommunications , le court rapport sur l'activité de
lobby préparé par Karen D'SOUZA sur  l'article 19, le document portant sur
la recherche sur la communication et la démocratisation préparé par Rico
Lee et la proposition d'une base de données sur la communication et le
développement préparé par Panos. A la fin de l'année 1997 et après plus
d'une année de coordination assurée par WACC, aucun membre de la Plateforme
n'a jugé utile de continuer ce travail. C'est alors que le coordinateur de
la Plateforme s'est vu confier de nouvelles responsabilités chez WACC et il
est apparu que cela aurait des répercussions sur le travail de coordination
de la Plate-forme. Le rassemblement de Berlin, fin 1997, a clarifié la
situation, mais n'a pas donné un nouveau souffle à la Plateforme.

Il semble qu'il y ait deux possibilités pour le futur :

1. continuer à faire du caractère informel la base de la philosophie de la
Plate-forme, en sachant que la Plate-forme peut être vivifiée, ressuscitée
à la faveur d'un évènement de masse, tel que "La Conférence sur la
Communication Générale" ou dans la cadre d'une urgence de taille dans le
secteur de la communication, ou bien
2. Travailler à  constituer la Plate-forme en  entité formelle, en  faisant
peut-être du PCC sa charte, en lui attribuant un coordinateur à mi-temps ou
à plein temps, en la dotant de Règles de Procédures claires, de frais
d'adhésion,  d'une politique d'adhésion, de buts clairs. Le coordinateur
pourrait travailler dans les bureaux de la Plate-forme. Dans le cadre de
ses responsabilités, il y aurait la coordination, l'entretien du site web,
l'organisation de rassemblements, l'activité de lobby, la liaison avec un
comité de 4 ou 5 membres.

Si cette possibilité s'avère préférable, les membres pourraient réfléchir à
 la mise au point d'un atelier dans le courant de l'année prochaine pour
trouver une solution aux points qui restent en suspens, en incluant la
coordination de la Conférence Générale. WACC croit fermement que la
Plate-forme dispose d'un énorme potentiel pour plaider la cause de la
communication oeuvrant vers plus de démocratie.

PLATFORM for COOPERATION on COMMUNICATION and DEMOCRATISATION
At a meeting held in London from 31 October to 1 November 1996, a group of
NGOs involved in media and communication agreed on a common platform to
cooperate together on issues of mutual concern. The meeting, which was
organised and hosted by WACC with the MacBride Round Table, was a small,
informal, gathering to explore, among a manageable group, the possibilities
for and practicalities of cooperation. Groups represented were: AMARC, APC,
Article 19, Catholic Media Council, PANOS London, People's Communication
Charter, Communication for Social Change (CSC-KUB), International Women's
Tribune Centre, MacBride Round Table, UNDA/OSIC, Vidéazimut, WACC,
Worldview International, and Zebra.

The group agreed the following platform as the basis for common action:

PLATFORM for COOPERATION on COMMUNICATION and DEMOCRATISATION
"Representatives of several International NGOs met in London, 31st October
to 1st November, and agreed a common strategy on issues relating to
communication and democratisation. On the contribution of communication to
the democratisation of society, they agreed to work for: The right to
communicate to be recognised and guaranteed as fundamental to securing
human rights founded on principles of genuine participation, social
justice, plurality and diversity, and which reflect gender, cultural and
regional perspectives. On the democratisation of communication structures,
institutions and processes, they emphasised: The need to defend and deepen
an open public space for debate and action that build critical
understanding of the ethics of communication, democratic policy
development, and equitable and effective access."

The NGOs developed a set of immediate and medium term activities. A major
goal is to jointly organise an event during 1998, the 50th Anniversary of
the signing of the Universal Declaration of Human Rights, to promote the
right to communicate. The Platform also offers an umbrella under which all
groups will promote and coordinate their own events. Other initiatives,
each involving collaboration of several NGOs, include:
* Developing a Lobby Strategy for Media NGOs;
* A booklet on forms of redress to International law in media and
communication;
* A Website and electronic conference;
* The creation of a Research Register;
* A monitoring system of governments' implementation of international
agreements relating to  media;
* The opening of informal relations with the Development Sector of the ITU
(in response to an  offer from the Director). 

Position papers, to explore more deeply how the group might cooperate, were
agreed on: The Right to Communicate, Universal Service and Human Rights;
Key issues in technology systems and standards, and impact on alternative
communication; The scope and need for research collaboration; The overall
relationship between NGOs and the ITU; International Legislation and
Communication Policies.

The Platform is open to NGOs that subscribe to its message, and are willing
to participate in any area of common concern. The Network Facilitator for
the first year will be based in the WACC offices in London. Further
meetings are planned, possibly to coincide with the MacBride Round Table
during 1997 and the AMARC Congress in December 1997.
