Dear Elvira

For the sake of everyone, I am Lumko Mtimde, a founder member of the
first Community Radio in South Africa - Bush Radio, a founder member of
the association of community radio stations in South Africa - the National
Community Radio Forum, a outgoing member of the African Board of
AMARC and the International Board. Presently, I am a Councillor of the
Independent Broadcasting Authority, a regulating body of the
broadcasting industry in South Africa.

I agree with Jose Antonio, the Declaration need to be equipped with a
concrete Plan of Action. Otherwise it will form part of a list of
International Declarations that are not even recognised by the different
countries, instead become documents we refer to in our discussions.

The questions raised by Elvira seem quite interesting and will go a long
way in leading us to some statements and preamble for such a
Declaration. I would add to Qstn 4, how does community broadcasting
contribute in promoting the Citizen's Right to Communicate ?
